In ethanol. Sugar doesn't dissolve in ethanol. I know because I was trying to make liqueurs using Everclear.

Yes, this is mysterious, like many other things about princesses.
I notice that "my" princess bathes regularly without dissolving.
I'll have to ask her how she does it.
