Aid Offers Will Be Accepted From Countries. However, noted in the article, "in Moscow, a Russian official said the U.S. Federal Emergency Management Agency had rejected a Russian offer to dispatch rescue teams and other aid." So I'm not sure if it's being accepted or not. I hope it is, and they just hadn't gotten around to accepting aid that had
previously been rejected.
rosefox pointed to this, I think.

Rep. Carter makes urgent plea for gas, buses: "Don't give me your money. Don't send me $10 million today. Give me buses and gas. Buses and gas. Buses and gas," she said. "If you have to commandeer Greyhound, commandeer Greyhound. … If you don't get a bus, if we don't get them out of there, they will die."

School is canceled in the entire city of Natchitoches today, as all the town's school buses are going down to New Orleans to evacuate whoever is left, and drive them to San Antonio. School might be canceled on Tuesday too (Monday it's already closed, due to Labor Day), because the drivers will probably have to make more than one trip. I believe we've sent 10 - 12 buses. I spoke to the Central High principal today, telling him what a good thing this was.
rosefox points to a good list of places to send packages for refugees., and the second comment in her entry notes that shippers may not be delivering to where you might want to send a package, and links to lists of that information.
