Other people can see your tags, presuming you have posted something using that tag that is visible to them, or have otherwise adjusted the security level for that tag. Not only that, but you can actually allow others to add or modify tags on your posts.

Right. My point was that a particular tag only shows up in that list if the person viewing the list can see at least one post you made using that tag. For example, if you have only ever used tag 'foo' on friends-only posts, someone not on your friends list will not see tag 'foo' in the list. You can use the tags management page to see what the security level for a given tag is, but apparently not to change it. Annoying, that--I can concieve of situations where I might want to tag a public or friends-only post with a tag I do not necessarily want anyone else to see.
There are supposedly ways for the journal owner to override the privacy of tags and list all of them in a box. People wouldn't be able to see entries for all of them though.
Additionally, there's this suggestion (http://www.livejournal.com/community/suggestions/541397.html) to have the ability to make certain tags (or all tags) private.
Well, I can think of the easy-cheesy way to list all of one's tags, just adding a link for each tag as one creates it in a sidebar. Easier still, a backdated public post tagged with all of one's tags would ensure all of the tags appear in the edittags.bml list. A more elegant solution would be nice, hopefully one is or will be available.
For the suggestion, good. :) I figured I probably was not the only person who would want that.
There's a way to have a box with the tags (see suggestions for an example), but I'm not entirely sure how to make it appear yet. Once I know, I may try to make a post with the information.
