Jessie still needs help

My childhood friend is still struggling with the effects of a burst brain embolism two years ago.
It's worsened by not being able to afford a proper helper (her mother is her helper, but is losing her ability to function) and therefore needing to do far more than her brain allows, not having managed to get on disability (and apparently if you've been unemployed for two years you can no longer get on disability?), and repeatedly losing important medical professional due to them changing which insurance they take and her insurance changing under her (at different times).
She also is unable to get and keep a good case manager as the good ones are too busy to take her case and the others can't handle her case and give up.
She needs a lawyer because she doesn't have enough brain to do her taxes so she's getting hounded and fined by the IRS, one of her housemates is abusive and getting worse (actively trying to trigger Jessie's post-embolism seizures, for example), and she needs help getting a case manager and dealing with trying to get on disability.
The worst part is that she's forced to do a lot of the tasks that a helper or case manager would do for her, making her previous recovery go backwards as it's taking energy that she should be using to recover and heal.
Any help would be appreciated, as she's terrified she's going to end up on the streets with a barely functional brain.
