As a datapoint, yes, I do find it weird to wear socks and sandals (actually, I find it a tad gross, as socks get all icky from street dirt), and to the best of my knowledge the bottoms of my feet don't sweat, at least not unless the entire rest of me does.

My palms may sweat a bit when it's very, very humid, but they are unlikely to do that from mere heat.
