Yep. February.

might be able to catch some of the Mardi Gras festival, which is I think all of Feb.

Hmm. May or may not carel that sounds like something which would be very crowded.

The parade itself is usually extremely crowded and crazy, but there's a lot of other stuff going on during the month, arts festival type things all over the place.
