It is among the suggested techniques for dealing with children, dogs, cats, and anybody else whose emotional/sensory regulation abilities are either underdeveloped or currently impaired. Such as, y'know, just about everybody sometimes.

I think of hug machines, only with a real live person doing the hugging. Basically forced soothing of someone who has lost the ability to self-soothe. Though the "into submission" part rubs me wrong, I have to consciously remind myself that phrasing is (I hope) in jest.
